NSD Board to Address Critical Issues in Upcoming Meeting

On October 8, 2024, the Newberg School District Board of Directors will gather for a highly anticipated meeting to address a range of critical topics impacting the district’s future. The meeting, chaired by Deb Bridges, will begin with an executive session at 6:00 p.m., followed by a regular session that will allow for public comment.

Executive Session Agenda

The board’s executive session, held under Oregon public meetings law, will focus on three key issues:

  • Personnel considerations, including the appointment of a public officer or employee.
  • Legal consultations regarding current or pending litigation.
  • Confidential records review, exempt from public disclosure.

These matters set the stage for later discussions, including the board’s plans for appointing a new interim superintendent and addressing budget challenges.

Reduction in Force Summary

A major point of contention is the Reduction in Force (RIF) Summary for 2024-2025, a direct result of last year’s and this year’s budget deficits. The RIF has been a significant setback for the district, leading to painful staffing cuts and program reductions. The district has struggled to balance its budget, and these measures are a stark reminder of the financial strain it continues to face.

NHS Wrestling Team Travel

In more positive news, the board will review the Newberg High School Wrestling Team’s request to travel to the Reno Tournament of Champions in December 2024. This event represents a significant opportunity for the district’s athletes.

Conciliation Agreement: Rebecca Piros Complaint

A significant action item on the agenda is the conciliation agreement in response to the complaint filed by Rebecca Piros. Piros filed a complaint against the board in June 2022, alleging multiple violations, including the board’s failure to accommodate Board Member 5’s disability and improper handling of complaints outside the district’s established process. The Oregon Department of Education found that the board may have violated state regulations related to disability discrimination. In response, the district’s legal counsel negotiated a conciliation agreement to resolve the matter, subject to final board approval during this meeting​.

Policy Amendment: BD/BDA – Board Meetings

A proposed policy amendment to BD/BDA will be introduced, addressing the rules and procedures for board meetings. This amendment is expected to reinforce the board’s commitment to transparency and public involvement, as well as compliance with state and federal regulations governing public meetings.

October Enrollment Report

Another key highlight will be the October Enrollment Report, which has been highly anticipated by both the board and the public. Previous meetings have indicated that the district’s student population has dropped by over 300 students compared to last year, raising concerns about the district’s financial stability and long-term planning.

Interim Superintendent Transition Planning

The board will also delve into Interim Superintendent Transition Planning, as the district navigates the transition to a new leader. This process has included two prior executive sessions focused on interim superintendent interviews, and the agenda hints at the tentative appointment of a new interim superintendent by Deb Bridges. Following this appointment, the board will review and possibly approve the new interim superintendent’s contract, marking a significant step in stabilizing leadership after months of uncertainty.

Contract Extensions

Additionally, the board will address the contract extension of Gayellyn Jacobson, Interim Director of Finance. Since the district has not yet hired a permanent CFO, Jacobson’s extension is crucial to maintaining continuity in financial oversight. Furthermore, there will be a motion to extend Dr. Paula A. Radich’s contract as interim superintendent, ensuring a smooth turnover to the new hire and allowing Radich to facilitate the transition process.

Postponement of Science Adoption

Another significant item is the postponement of the science curriculum adoption, reflecting the board’s careful approach to changes in instructional materials. This delay will allow for further review and alignment with district goals.

Next Meeting and Public Comment

The next regular session of the board is scheduled for November 12, 2024. Public comments will be welcomed during the October 8 regular meeting noticed on the Agenda 10.08.24, as the board encourages community involvement in shaping the district’s future. Those wishing to comment can do so in person or via email prior to the meeting.
