Complaint Filed Against NPS Budget Chair for Conflict of Interest

A formal complaint has been filed against Kat McNeal, the Budget Chair of Newberg Public Schools Budget Committee, alleging a failure to address potential conflicts of interest. Rebecca Wallis, who submitted the complaint, pointed out that the situation requires immediate attention and remediation.

Key Allegations:

  1. Conflict of Interest: Wallis claims that McNeal failed to publicly declare a potential conflict of interest regarding budget discussions that could financially impact litigation outcomes. According to guidance from the Oregon Government Ethics Commission (OGEC), any budget committee member must announce potential conflicts of interest during meetings, especially if the budget includes line items for attorney fees or compensatory damages.
  2. Board’s Responsibility: The complaint suggests that Board Chair Nancy Woodward was advised by OGEC that it is the responsibility of budget committee members to disclose conflicts of interest. OGEC communicated this guidance to Woodward, emphasizing the need for transparency and public declarations when relevant budget discussions occur. A Public Records request was made in October 2023 that unveiled the communication between Woodward and OGEC. Mrs. Wallis stated in her compliant “Nancy should have reminded her of this…”
  3. Monetary Implications: The complaint highlights the substantial financial implications, with awards to plaintiffs potentially exceeding $360,000. This situation underscores the importance of adhering to ethical guidelines to prevent conflicts of interest in budgetary decisions. It is unclear who the ultimate debt would belong to at this time. This amount is yet to be added to the looming school district deficit.

Wallis’s complaint included the supporting documentation of email communications between Nancy Woodward and the OGEC, which outline the proper procedures for handling conflicts of interest. The public record document is linked above.
